W. S.Born in Suffolk. Educated at Christ’s College, Cambridge. Married Elizabeth Sophia Calverley in 1870. Worked for civil service in Ceylon (1859-1872), becoming inspector of schools and then director of education. Poor law inspector in Oxfordshire (1873-1875) and Yorkshire (from 1876). Appointed first governor of the Winward Islands in 1885, high commissioner of Cyprus in 1892, then governor of British Guiana in 1897, retiring 1 August 1901. Biographical information: ODNB. (AC)
