Poet, editor, and literary critic. Pseudonym: Shirley. Born in Edinburgh on 18 July 1831. Only son of James and Margaret Newton. Educated at the Universities of St Andrews and Edinburgh. Regularly contributed to The Guardian and Blackwood's Magazine. Appointed secretary of the Scottish Board of Supervision when it was reconstituted in 1868, and remained until retiring in March 1897. Married Anne Adair Lawrie on 30 July 1867. Administered the Public Health Act of 1867, but also known for works like Mary Stuart (1893) and Essays of Shirley (1882). Biographical Information: ODNB.
