Major Victorian poet and critic. Educated at Balliol College, Oxford. Married Frances Lucy Wightman in 1851. Had a long career as a school inspector, eventually becoming Chief Inspector in 1884. Elected a member of the Athenaeum in 1856. Elected Professor of Poetry at the University of Oxford in 1857 and 1862.
